The Greek Golden Visa program has undergone significant structural changes in 2024, reshaping the landscape for international investors. The most notable shift is the introduction of a tiered investment system, designed to alleviate housing pressure in high-demand areas while continuing to attract foreign capital.

The New Thresholds Explained

Under the new framework, the minimum investment threshold has been raised to €800,000 for properties located in the Attica region (which includes Athens), Thessaloniki, Mykonos, Santorini, and any island with a population exceeding 3,100 residents.

For the rest of Greece, the threshold is set at €400,000. This presents a strategic opportunity for investors willing to look beyond the traditional hotspots, exploring emerging markets in the Peloponnese, Crete, and mainland Greece.

Strategic Implications for Investors

These changes require a more nuanced approach to property selection. Investors must now weigh the premium of prime locations against the potential yield and lower entry point of secondary markets. Furthermore, the new rules stipulate that the investment must be channeled into a single property of at least 120 square meters, effectively ending the practice of bundling multiple smaller properties to meet the threshold.

Exceptions and Opportunities

Notably, there are exceptions that maintain a €250,000 threshold. These apply specifically to the conversion of commercial or industrial properties into residential use, or the restoration of listed buildings. These avenues offer a lower barrier to entry but require significant due diligence and project management expertise.
